Reinstall of game not working. Error 196613:0

Was having issues with mouse wheel not working properly to scroll or zoom and had tried everything.  So I uninstalled the game to try reinstall to see if it resolved the problem.  But it won't install. I get the above error message.

Maybe it's okay.  It started install again.  Thank you.
