I'm having the same issue as well. I'm not able to play with 64 bit and it forces me to pay in Legacy Edition. I attached my Dxdiag.

You do not have much RAM. While 4GB is listed as minimum your graphics uses half of that meaning that you end up having too little. It may be possible to add more RAM which will help greatly not just in running Sims 4 but most other programs you use. If you want to explore this option take your laptop to a shop and have them give an opinion.

@bwrightthere1 You should be able to change in in Origin. Did you try that ?

The main issue is that you don't have 4 GB of RAM available as your graphics chip is using some of it.
