I just downloaded and installed Origin (both as admin and ran with admin rights) the other day then bought, downloaded and installed Sims 4 Deluxe. I was able to play the first time I tried launching Sims 4. The same day, when I booted my computer, the error appeared. I remedied it with the solution on here and it worked:
The next tries on that solution didn't work.
I've also tried everything support emailed me:

1. Please check if your computer is running the minimum requirements which can be found in the game description on Origin
2. Please try running your game in windowed mode (ALT+Enter; or directly form your game video settings)

6. Please right-click the game tile in your Library in Origin and choose the Repair game option.

8. Make a new Admin account and test the game on it

▪ You need need to allow both Origin.exe and OriginClientService.exe through your firewall and antivirus.

10. If you have overclocked your PC, please reset to normal clock speeds in case your system is overheating or has become unstable.
11. For older games only (before 2015), please run the game in Compatibility Mode (https://answers.ea.com/t5/C-C-The-Ultimate-Collection/How-do-I-run-games-on-Orgin-in-compatibility-m...) this is an example from a specific game but you can try it on yours.
12. Please set up a gaming profile on your graphics card:

Okay, guys. I finally figured it out.
It's my VPN that's blocking Sims 4 from seeing I have Origin running. Although I've made sure to try whitelisting Origin and all other .exe related to Origin and The Sims 4 application, turning off the VPN, and finally just exiting it (with computer reboots in between), nothing worked. So I decided to experiment on a couple of procedures and alas I've finally found what worked for me..
Every time I want to re-launch Origin, I would need to do the following:
1. Connect and then disconnect the VPN (it's important that it gets connected first)
2. Launch Origin.exe as administrator (to launch any application as an administrator, make sure you are using an administrator account (https://www.cnet.com/how-to/how-to-check-if-your-windows-10-account-is-administrator/) then right click on the application you want to launch and you will see the "Run as administrator" option)
3. Go to the Bin folder under C:\Program Files (x86)\Origin Games\The Sims 4\Game
4. Launch TS4_x64.exe as administrator
I wish there was a simpler way but this is how I'm doing it for now.
