@Adoringly Thanks for the Reliability Monitor screenshots, but the errors listed there are exactly the same as the ones at the end of your dxdiag, so you don't need to copy those. It's good to see so few other errors though.
For DISM and sfc, any errors, and the message when sfc has completed, would appear within the PowerShell window. If you're not sure what it says, please screenshot that window and attach it. The message definitely matters here.
Can I ask why you say your BIOS won't support Windows build 1903? I'm curious.
