This has been an ongoing issue for many. Something is blocking your account.
You need to contact Customer Support.
They can be found here: https://help.ea.com/contact-us
You have the option to contact them by mail, phone or Live Chat. For Live Chat, make sure to choose US as your country.
If they can't help, add your voice in this thread: http://forum.thesims3.com/jforum/posts/list/545146.page
It's monitored by the gurus and someone might be able to help you.
