I got a new laptop and have been trying to move my Sims 3 over to it. I got the main game to work, but my University Life expansion pack isn't being recognized. I can see that it's been registered on my profile on thesims3.com, but Origin isn't acknowledging it on that account. When I try to register the code on Origin separately it says "this code has already be redeemed". How do I get them to connect?

@MooeyRae Click on the Sims 3 icon in your second screenshot, select More > Expansion Packs (you might have to scroll down a bit to see the More, under the last played date), and scroll to the bottom of the list, where University Life is located. You should see an orange Download button.
If you don't, you'll need to contact EA customer support to ask what happened to your pack. While phone contact is currently unavailable, live chat is open from 9 am to midnight UTC.

@puzzlezaddict It doesn't show that its been purchased there, it wants me to buy it again. There has to be a better option. The live chat has been open for 22 minutes and it's an eight hour wait.

@MooeyRae You can try clearing Origin's cache to force it to refresh its data. And you can try uninstalling Origin "the hard way" and reinstalling.

Unfortunately though, if these steps help, there's no other way to try to fix the problem aside from talking to EA customer support. Given support's reduced hours and all the people stuck at home with nothing to do, I'm not surprised the wait is that long.
However, it's not even guaranteed that you'll get University Life back. It's possible that support will tell you there's no record of your purchase, or something like that. If and when you do get through, it would be helpful to have any proof of purchase or ownership (receipt; screenshot of ea.com purchase history; photo of disc, case, and insert with CD key showing; etc.) ready to upload to the live chat session.
