Objects appearing under ground

I've noticed a problem where lots downloaded from the Sims community tend to be empty of furniture on the ground floor... because it has all spawned under the floor!

Lowering the floor or deleting it lets me select it and bring it back up to ground level but this is very annoying.

Is this a known bug?

After further investigation I discovered it was a mod causing this. I've since removed said mod and everything is hunky dory
