No settings are saving

So basically, I’ve been having this problem for probably about 3 years. When I change anything in settings and exit the game, nothing saves. For example if I changed the volume levels of the game or music it doesn’t save even when I press save changes. This also means that I cannot use things such as mods because the check mark for the mods does not stay ticked when I close and reload the game. I’ve asked for help loads but nothing seems to be working. Ive deleted and reinstalled the entire game and packs but it did nothing.
