No co-workers

I purchased seasons and installed it. The game worked fine on my saved file.  However, when I started a new game, I couldn't get any co-workers.  I have tried on two different computers. They are both above specs. I have no mods or CC. I am in the scientist career. I haven't tried any other careers yet. 

I have repaired and updated the game with no change.

In what career you did not have co-workers. Scientist career? If so then this is a known EA bug, but there is a temporary workaround for this problem which works well.
