No Strays

Wherever I go, there are no strays. Any clue as to why? I have all the stuff and mod packs, and have MC Command Center installed. Thanks!

@TheUtopianCat Have the mods been updated for C&D? Are you in the new world? The old worlds may not have C&D spawners.
