I have a spellcaster sim who lives in the Chic Street apartments in San Myshuno, the one that needs TLC. I'm unable to use repario in the apartment, even on items that are base game. But can use scruberoo on herself (not the weird stink). I'm not far in my little spellcaster's life, so she only really knows repario and scruberoo. But being able to use magic to fix TLC and repair problems would be nice.
She also can't practice magic in her apartment, no matter how much room I clear for her. Apartments are tiny, so if she wants to practice she has to go out on the street below. Otherwise she gives me the "can't move" bubble above her head.
TL;DR my sim can't really use or practice magic in apartments.
