make sure that all of your mods are in their original mod folder on your c drive and your not adding them to an external backup mods folder by mistake. my sims game looks like this on my computer “This PC}documents}electronic arts}the sims 4}mods” also, check and make sure you have the small custom content option checked in your game menu, then try cutting and pasting all of your mods to a folder on your desktop, delete the resource.cfg file, then back into your mods folder which will then create a new resource.cfg file. restart the game and make aure the mods window pops up then check. giod luck!
