@98019801980199 If you want to try something else, you can uninstall and reinstall the VC++ runtime Sims 4 uses. Hit Windows key-R, enter "appwiz.cpl" without quotes, and look for the list of Microsoft Visual C++ Redistributables. Please post a screenshot of what you currently have installed.
Next, click on the 2015/2017/2019 version and select Uninstall. Restart your computer, download the lastest (2015-2019) x86 version from here:
install it, restart again, and see whether Sims 4 works.

Well i tried your idea but it didn't work
I tried to fix this problem by reinstalling ntdll.dll:
regsvr32.exe /u ntdll.dll
But then the error is raised:
the module "ntdll.dll" was loaded but the entry-point DllRegisterServer was not found.
I assumed the dll is broken so i ran sfc /scannow but it didnt help
I know that right now it's like blind shooting possible solution, but I believe it's worth a try, so if you come up with another idea let me know

@98019801980199 Try installing the Universal C Runtime update, for which you can find instructions and links here:
Just to be clear, you want the download for the x86 versions of Windows 7.

this update is already installed on my computer

@98019801980199 You can try installing, or reinstalling, Windows 7 Service Pack 2, just to make sure all the required files are present. SP2 32-bit is the first link here:

If this doesn't work, the only other thing I can think of suggesting is installing Windows 10. Your hardware supports it, and you should still be able to upgrade for free.

In addition to what @puzzlezaddict wrote you can not upgrade to Windows 10 64 bit from Windows 7 32 bit without doing a clean install. So make sure to do backups.

Yes, after all, best solution for me turned out to be simply upgrading from win7 32 bit to win10 64 bit (yes it's possible for free), here is the video I followed:
