How often does the bug occur? Every time (100%)
What is your current game version number? 1.52.100.1020
What expansions, game packs, and stuff packs do you have installed? All current packs are installed.
Steps: How can we find the bug ourselves? Get a mermaid into a bathtub.
What happens when the bug occurs? When the mermaid transitions from tailless to having their tail in the tub, a jacket appears on them as a top regardless of any prior lack of it. They appear to be from the cold category.
What do you expect to see? Not a jacket on a bathing mermaid, that's for sure.
Have you installed any customization with the game, e.g. Custom Content or Mods? Yes
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
I've tested this and even on vanilla games it happens. Mermaids which consume the kelp via cheats, or created in CAS, male or female, they all wear jackets in the tub. Sea swimming remains unaffected, this is just in tubs (I tested all and the bug happens in them regardless).

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

I removed all my mods, the issue was still there with newly created mermaids. My first merman was unaffected, but every mermaid/merman after has the issue, even with zero mods in the game.

Hello! Back with a new report!
I looked more thoroughly at the cc and with the help of some friends it was determined that default body replacements were causing the issue so they've been taken out and the game now works proper. Thank you so much for the suggestions, I appreciate the prompt responses to my issue.
