How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? Just installed the 11/12/2019 update
What expansions, game packs, and stuff packs do you have installed? All of them (no uni cos it's not out yet)
Steps: How can we find the bug ourselves? Try traveling a vet clinic and use the pet vending machine.
What happens when the bug occurs? I traveled to a vet clinic and got the sim to try and use the pet vending machine. The treats menu appeared with no items, a big magenta circle picture, and the menu was off center (like down the bottom right corner). I tried to travel home again but when I click on any lot and click the travel button I see that magenta circle in the middle of the screen and a thin yellow vertical line down the left side; it won't travel and now I am stuck. Gonna have to exit the game. I had traveled to a few lotions earlier in my play session and that worked fine.
What do you expect to see? NOT THE MAGENTA CIRCLE OF DOOM! I expect pet treats and an normal travel journey home.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

So I went through the steps again of resetting the folder etc and managed to find out that it was the Mod 'UI Cheats Extension' removed it and now my game works fine.

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

What expansions, game packs, and stuff packs do you have installed? All expansions, all game packs bar Strangerville, Laundry Stuff, Romantic Garden Stuff, Movie Stuff, Patio Stuff, Luxury Stuff.
Steps: How can we find the bug ourselves? Try using any pop-up menu like ordering medicine, gifts, making food etc
What happens when the bug occurs? The pop-up menu is blank, off-screen and a pink circle where the icon should be. If I try it again only the circle shows up and an outline of the menu. Third time just the circle shows up and then I cannot get rid of it.
What do you expect to see? The pop-up menu.

Please describe the patch or change you made. The most recent update with the tall columns etc is when this bug has happened, didn't happen prior to the patch nor have I have encountered this bug is all 955 hours of playtime.
Pink circle and empty pop-up menus when try to access an in-game menu like buying gifts.
I have turned off my mods, didn't fix it.
Removed all CC/turned off mods, didn't fix it.
Reset Sims 4 Folder by moving it to desktop and loading the game, didn't fix it.
Repaired Sim 4 game files, didn't fix it.
Unsure what else to try.

When you reset the folder, did you move anything back ? Tried on a new save and also had the issue ?
Also moving this to tech for troubleshooting.
