Jumping shadows at high settings

I've noticed this for a while or maybe not, at least in the last year my shadows are now jumping across the screen rather then moving that slowly across them naturally.

I know this topic has been posted ALL the way back to 2015, but seriously its time for the developers to address this issue. Its only been 5 years since this issue has been brought up.

As you said, it's an old issue but the old thread doesn't use a template, so it would be good to have a fresh thread.

@DonroaAkashu Those work arounds literally degrade the game quality, why have high quality settings if you can't use them? I'd rather have jumping shadows then bad lighting which effects much more. However this shouldn't even be a trade off, it should be fixed properly.
