How often does the bug occur? Every time (100%)
What is your current game version number? 1.51.77.1020
What expansions, game packs, and stuff packs do you have installed? All except Jungle Adventure, Toddler Stuff, My First Pet Stuff, Fitness Stuff.
Steps: How can we find the bug ourselves? Rotate the camera using the middle mouse button or go into Cinematic Camera mode and move the camera around with the mouse.
What happens when the bug occurs? The camera rotates and moves extremely fast with the slightest mouse movement. It seems like an issue with the sensitivity or the velocity of the camera.
What do you expect to see? The camera should move at a normal speed with the mouse.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Yes
Please describe the patch or change you made. I updated my game to the latest patch. After I noticed the issue, I tried disabling mods and repairing my game, but it made no difference.

Have you tried a different mouse ? Could you check your Windows settings and maybe play around with the sensitivity settings ?
I can't really test this or watch your video as it sounds like something that would trigger my motion sickness.
I'll ask around if others can test this.

As said I'm unable to test this as I get motion sick.
Could you try renaming your user folder. I doubt there's any settings that can affect this but you never know.
Renaming will reset everything, including your saves but they are still in folder with the name. Test a new save and if it works, start putting your files back from the renamed folder.
In detail:

You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.

After deleting all .ini files, this has fixed my problem.

Elaboration on this, I specifically deleted the VideoCameraStates .ini file and it started working perfectly

Will removing that file mess up your saves?
