Island Living Death Bug? [ Edited ]

How often does the bug occur? Occasionally (10% - 49%)
What is your current game version number? 1.63.136.1010
What expansions, game packs, and stuff packs do you have installed? Island Living, Seasons, CatsandDogs, City Living, Get to Work, Parenthood, Vampires.
Steps: How can we find the bug ourselves? Drowned sims. Making burgers at the Ohan' Ali beach at Sulani and try eating on the table.
What happens when the bug occurs? There was a sim that drowned to death, then the reaper came but he was glitching and he can't move. Also, making hamburgers but they can't eat them on the table. When the burgers are in their hands it just vanishes, but if they were standing, they can eat it.
What do you expect to see? The reaper swims to the dead sim and reaps completely. Be able to eat burgers on the table.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure

I can't go home or move places or even save my game. 
It was my first time finding this bug though.

@Revilz270 Try resetting the Grim reaper.

Either by name or with testingcheats true, then shift-click on him and reset(object)

Is the hamburger issue related to this ? If not, try repairing your game if that helps and if it doesn't, please make a separate thread for that.
