Is it normal for me to not be able to sell cc in my shops?

I've been trying to sell some CC in my stores since I got sims 4 GTW, but none of the sims that visit seem to buy anything. Is this normal or is it just impossible to sell cc? If it's possible, how can I fix this problem?
