Sometimes it helps to simply restart your computer a couple of times. The next thing to try is to clear Origin's cache. If that doesn't help, uninstall Origin "the hard way" and reinstall.
If these steps don't work, it's possible that your packs have been deactivated by EA. This could be a mistake, but if you bought the packs through an unauthorized third-party seller, it's possible that you received bad codes. EA has been cancelling these codes for two years now, sometimes months or years after they were registered, and even though the players typically have no idea there was anything wrong with their purchases.
The only way to find out whether this has happened to you is to contact EA customer support. Someone on that end can look at your account, and potentially fix any errors. If you did buy from an authorized seller, it would be helpful to have proof of purchase (receipts; photos of discs, cases, inserts; etc.) to provide the support rep.
