I updated my sims 4 game on Feb 20th, 2018 and when I tried to play the game, all of my saved sims were missing. I looked in my sims 4 saves folder and all the saves were there. I looked for other sims 4 folders and found none and I was not using one drive.

Could you try moving your saves folder to the desktop? First close your game fully.
Then go to Documents\Electronic Arts\The Sims 4\ and move the saves folder from there to your desktop.
Start the game, then close it again, this should create a new saves folder.
Then move one of the save files from your old folder on the desktop to the new folder. Don't move the slot_00000001.save, because that is the auto-save and that can cause issues.
See if your save will show up in the game now.
