I have resource.cfg in my mods folder and my cc but its not showing?

So i put some new cc i got in my mods folder i have resource.cfg too and i tried to play and it wasnt showing my cc at all so i uninstalled and reinstalled multiple times ive gotten it to start the game but its not loading my cc iv e got my custom content checked so it shows the cc i have at the moment i look in my mods folder i have my cc in there but the game says i have none at all why?

Its fine now i just had to restart my cc and mod downloading thank you for trying to help me
