I Have Huge Micro Stutters Only On The Sims 4 [ Edited ]

I have an amazing PC worth 2000 dollars and I am having huge problems only in the sims 4 with all expansions I have all of my drivers updated and have tried tried turning all of the online features to off  but nothing worked.I would be at 160 fps in game then the game would freeze for a few seconds and drops to 3 to 6 sometimes I dont know what is going on can someone please help my specs should destroy this game !!! I also use no mods nor custom content

16 GB Of Ram

Try completely turn off your internet connection when you are in the game.

You have a problem with Visual C++.

Download from Microsoft. Both x64 and x86 are needed:
