How to "Write Cookbook"?

Hi everyone,

My sims is on culinary career level 4 Executive Chef. To progress it requires me to "Write Cookbook" by "Click on computer and select write cookbook".

But when I click on my computer I did not find this option?

I have maxed out cooking and gourmet cooking skill, and have also tried computers at my home lot, library, and other Sims home lots but still cannot find the option.

It would be great if you could advise me where to find the option!

TL/DR

Seems some people can others can't (possible bug/glitch)

Seem Writing Skill doesn't affect it.

Seems that Career Level and Gourmet Cooking is what unlocks it
