How to enable Hotkeys??

The last time I played everything was fine. But when I went to play today all of my hotkeys won't work. When I click on them nothing happens except a little clicking noise. I went to the settings and didn't see anything to help. Any suggestions?

Do you have any mods or CC (custom content)? Try taking that out.
