Sims 3 is a one player game. With the EP Showtime they introduced some social features where you can chat in game and send your Sim to someone else's game (the person you send the Sim to can't play your sim thought). Your Sim then performance at your friends game and then comes back to your game.
What do you mean by community ? If you register your game at the thesims3.com you can use the forum there. They also have a facebook page and are on twitter and of course through Origin but that's about it.

I read and reread this and, maybe, you are referring to playing through Origin while online?
I downloaded my games through Origin, but when I use the Origin downloader and play through Origin I seem to have less technical trouble. I am not sure, but that may be another way to think of being online.
Showtime is more fun online when you can chat with your friends.
