How I fixed Sims 3 Launcher not Working Error after trying every possible suggestion from technical support.

I discovered this fix after three weeks of dealing with EA specialists and searching the internet far and wide.

If you manually put the d3dx9_31.dll file into your sims directory, the launcher will work. The file is available all over the internet, along with instructions on where to put it. (Normally it is in your system folder but sometimes programs can't find it there for some reason - but they WILL pick it up and use it if it is put with all their files.)
