Households randomly moving out in Sims 4

About every other time that I play the Sims 4, a bunch of households from different neighborhoods move out. How can I prevent this? I feel like I have tried everything. Sometimes I will get a notification that someone is moving out, but when that happens a bunch of others move out as well. I have tried marking the households as played, but the game will pick other households to rid of instead. I do not have fill empty homes on. Help?

@NightmareFueled This happens when the game has hit the culling limit. You can try deleting some of your Sims you never use manually to get below the culling limit.

You can move all Sims you don't want to move out to My Households in the household manager but you can't prevent culling unless you use a mod for it.
