Checked this on Xbox One(first gen) and the models and textures are faaaar better than PC. I was expecting otherwise, compared to the hardware used by the Xbox One(first gen) and mine that's better than Xbox One X. Running on Ultra, un-compressed textures, blah blah. No I haven't checked the config files, but they can't contain high-res textures...

I asked SimGuruDuke on twitter to be sure and this was his answer
Both games use the same textures. May be quality difference in tv vs monitor, may be pc graphics settings

Thanks a lot for your research!
Came about why while I tuned the settings manually. It's logical, it's the viewing distance! You don't sit as far away from an 26" PC-display as 70" TV, so that's why it looks better on the TV.
