Help! Game is extremely slow and I don't know why

I just got a new PC and I downloaded both Sims 3 and 4, but Sims 4 is the only one that's acting up. For example, every time I move the camera to go to a new room, the frame rate will just be so slow and the loading will long and slow. I don't know if it's because of the game or if it's because of my PC not being able to handle the game and I took out all of my mods, thinking it was that and I had Sims 4 on my Mac and it worked fine. When I play Sims 3 is running completely fine, not slow or anything, so I'm just very confused and I just brought Discover University, so I don't if it could be that also. I hope someone can help me get my game to work.

Check if your Windows is up to date ( get at least KB4505903 update what fixed frame rate problem caused by the system)

Check if you have the latest graphics card drivers.

Disconnect your internet completely - turn off WiFi unplug the cable - when you are in-game and check if it makes any difference.

Have you changed your internet provider lately?

You can also try to mark vertical sync in the graphics options and then restart a game. This should keep - according to other tips - FPS at 60
