Guests can’t leave

How often does the bug occur? Often (50% - 99%)
What is your current game version number? BASE:1.63.136.1010 (64Bit)
What expansions, game packs, and stuff packs do you have installed? Discover University, City living, season
Steps: How can we find the bug ourselves? Invite a sim over and try make them leave. This happens in “city living world”.
What happens when the bug occurs? The guests I invite can’t leave. I can’t tell them to leave and they don’t leave by them self.
What do you expect to see? They should leave by them self and I should be able to tell them to leave.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
