Grim reaper won’t show up/ Cats & Dogs

So I am having an issue where my cat is dying and the grim reaper will not show up, so everyone is constantly standing around crying and I can’t travel or anything. The cleaning people won’t clean because they are standing around crying as well for days. I am playing on my PC.
