If you are trying to enable mods go to the game options>Other select Script mods enabled/allowed and enable custom content & mods
So it has come to my attention that a lot of people are having issues with Mods with the latest game patch. This is due to the XML files being modified in the core script files when EA updates the Game and the outdated CC can damage your game. To solve this issue i recommend you to look for broken CC such has red/black textures on your sim with a ? on it if you have a lot of CC i recommend to use a Mod detector this can detect outdated mods and its easier to use. Also if you are using Script mods but the UI is looking Odd User interface the mod detector can also find outdated script mods for you, so there is less stress when your searching for broken/outdated mods
As another try take your Mods to the desktop and slowly bring your mods in to narrow the broken ones if the program can't detect it also place your save game on the desktop and try to run the game if the issue still happens try to repair the game in the origin client as it might fix corrupted/damaged files
as a last resort you need to clear the origin cache folder to clear the cache follow these steps
