Get rid of townie and npc ghost

So, I have gone into Manage Households and deleted many sims, including ghosts. However, there are many more than before & they are no longer showing in Manage Households anywhere. Now they have taken over Get to Work jobs and are driving me even more crazy. Any suggestions?

Do they live in houses ? Is this only about ghosts or other Sims that are not in Manage household ?

no, i didn't put them in houses... just ghost that are not in Manage Household. Some of them used to be living sims that were in there, but now they are neither
