Start the game and go to the Main Menu—sometimes this triggers the download of a pack you own but don't have installed, even if you can't make it download yourself.
If that doesn't help, clear Origin's cache again, then enable automatic game updates: hover over your username, select Application Settings, then under Application (the first header), scroll down to Client update and enable auto game updates. Restart your computer again, login to Origin, and see if GTW starts downloading on its own. Again, if it doesn't, it may help to launch the game once.
