Game won't start, says it's already running

OK, I've restarted my computer and uninstalled The Sims 4 and reinstalled it AND also verified AND repaired the game and I keep getting the same error, Game is already running with the error code [ed35ea:29f00e76:00000000:18a1dd51] is there anyone who knows how to fix this issue? I'm 2 weeks back from a 7 year hiatus from the Sims becuase of how frustrated I got with it, now it's all coming back to me why.
