I honestly can't even say it's mod related.
It started yesterday, I was dying to play after CC shopping and this error popped up:
"Unable to start:
Cannot start because game data is missing or damaged. If you have Mods installed please remove them and try again. If not, please repair or reinstall the game via Origin.
[de4ee14f:29f00e76:00000000:00000000]"
Now here's the thing, I removed ALL my mods. ALL of em and this error still pops up. I have done all of the following:
The problem cannot be my mods because I took the entire folder out and this is still popping up. I repaired the game, didn't work. The only thing that has worked is moving the entire mods folder to my desktop and starting up the game again. But I still want my dang mods smh.
I definitely cannot be the only person with this issue and I want a good, permanent fix to it. It cannot be my mods, I took em all out.
Solved! Go to Solution.

Hi @amourscient did you also delete your cache files ?
Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
After renaming, repair your game by right clicking on the game in Origin.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
Good Luck
