I am having the same problem for at least 2 weeks now, and I am so tired of trying by myself so I googled it and found this solution and I was so glad but then I looked at the date and it was 2015 and it is 2018, but I tried it anyways, and since origin has had so many updates in the last 3 years one of the steps could not be proceeded, and that was to repair the expansion pack, the way that you put it, I tried and it wasn’t working, so if you know could you please help me . @crinrict

Have you tried a Sims 4 factory reset, and new game without any mods for testing purposes?

Any time Sims 4 starts acting up, that's my go to thing to do. If after the factory reset, the game works correctly, I start putting back my saved games, option.ini file and mods, tray folder, etc.
If the above doesn't work. I'm kind of wondering if something may have messed up during the reinstall when you canceled the reinstall the other day. Have you run Ccleaner to clean the registry?
Ccleaner and it's registry cleaner cleans out temporary files, old registry files, internet cache files and other files that are left behind that are no longer needed. This does not hurt your computer or it's files.

What steps have you taken other than the repair ? Did you reinstall/re-download origin ?
Which packs do you own ? At what point do you get the message ? Are you using custom content or mods ?

No, before this all happened I downloaded some mods for my game and it was laggy so I searched up how to stop lag and it told me to delete the game or uninstall it and I was going through with the process but I changed my mind and canceled it in the middle so now the packs are suddenly uninstalled even though they are downloaded and I’m sooooooo confused I also have all the packs and a lot of mods I can’t even count
