Full Screen Issue Not Solved For Me

Okay. I have been playing on fullscreen with my correct resolution since Ive had the game. I upgraded to Windows 10. Still worked. I uninstalled Windows 10 and now the game won't go back to fullscreen mode. I can make it full screen but with the black bars on the side. Even if I change the resolution to what I used to use, it shows up for one second, then blacks out and goes back to the small square screen with black bars on the side.

Help?

I have Windows 8 on a laptop.

Ive tried the CTRL + Windows Button + Alt ... Didn't do anything.
