Freelancer career isn't working

I am trying to play the artist freelancer career. The "chat with client" option does not appear on the computer, nor does a general "Freelancer" tab. I have tried it without mods so I know mods are not the problem. Is there a way to fix this?

Do you have any Mods or CC? If so move your Mods folder to the Desktop and delete localthumbcache.package. Then test the game.
