My Sim is doing the freelance career as an Artist and she can’t access the Sketchpad. It keeps only giving her an option to Study Reference Images although she has finished doing this twice now.

Click the Work tab and look at what your objective is to complete the Gig. Notice that somethings require you to be in a certain mood.
