Extreme Camera Rotation

It's the oddest thing.  Regardless of whether I use Sims 3 or Sims 4 controls, any time I try to rotate the camera (all modes), it spins like mad, then slows to a slow spin from that point on.  Makes it impossible to play the game.

(I use SetPoint for my mouse and keyboard and updated it just in case it was an issue.  I even shut it off entirely to no avail.)
