Error 262149 131086 during download, anyone else having this problem?

Hi I'm getting the 262149:131086 error whilst downloading The Sims 4.

I also had the same problem with the pre-load.

Have tried the Uninsatlling of Origin, Reinstalling of it after a Clean Boot start, a restart and another Clean Boot for initiating the download.

I ran into the same error message at 28% then it goes up into the 30's range and rolls back to 28% or so.

My internet is working perfectlly fine for other downloads, speed is 20mbps and ping has around 115ms jitter and no packet loss.

I don't think it's a connectivity issue.

Please help, I cannot find any more information and the ticket I started through the Origin Help has not had any kind of response.

Did you check on your firewall and antivirus if they are not blocking ?
