Endless Loading screen for CAS and Lot Placement not working after update!

I have removed all mods, deleted localthumbcache and removed all saved and deleted numerous Mods. Game will still not load!

@courtney804  Please move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop.  When you launch the game, a clean folder will spawn with no content.  Don't add anything to it yet; just start a new save and see whether you can play in live mode.

If you can't, please run a dxdiag and attach it to a post.

I have done exactly as you said and the problem still persists I am so lost and frustrated at this point and wish EA would create a new patch that updates  CAS & LOTS this is just insane especially for the price paid for the game. 😠🥴😩
