Don't want to spawn sims in generic lots?

I know, I know, most people want to spawn sims in generic lots but can't. I just want the lot to serve as a summer house where one of my sim families can stay occasionally. When I took them there, around five of my sims from other households and one NPC ghost was spawned. I tried to add private dwelling trait to the lot, but it doesn't work. Has Maxis changed the meaning of a generic lot or is it a bug here? Is there any cheat I can use to disable spawn a sim on certain lots?
