No, this computer is not going to handle the game well at all. It might run the base game, on low settings, but even that would be in doubt. Most expansion packs would be out of the question.
If you post your budget (and it looks like you're in the U.S.), I can try to find you something that will work. But you're not going to be able to play on a computer in that price range. To play on high settings, you'd need at least a medium-strength graphics card, and even the best sales will only bring the cheapest models down to around $600. (Futureproofing so that you can run ultra settings in the future would cost more like $900.) You can cut corners a bit, but below that level, the quality of the hardware drops off dramatically.
