Dine Out - Building Lot Taking over an HOUR

I just downloaded the Dine Out Pack for Sims 4 and I’ve been trying to place and build a restaurant on a lot for the past two hours. I don’t know what to do or why it’s taking so long. I restarted the game twice, updated, and repaired the game. I’m using a HP laptop, not sure of the exact kind of laptop. But this is frustrating me and I can’t find a way to fix it. I really hope I didn’t waste money on this pack.

Go to this lot and try to put the restaurant directly on it and not from the city map.
How to do it:
Choose a plot that is the same size as the restaurant and click on it. Then click the tool image in the bottom right corner of the screen. This will take you from the city map to this empty lot. Now go to your library and try to download these restaurants to this lot.

EDIT:
However, sometimes it is impossible to place this restaurant on a lot of your choice, Choose another lot and try to put a restaurant on this.
