Whenever I go to the police lot for work, it always says go on patrol. So, I go on patrol and when I come back it wants me to start an APB but when I click the board, the only option that comes up is "go on patrol". I have tried debugging it, getting a new board, but nothing seems to work and my career performance always decreases because I cant do my job and i dont get paid

Have you gotten yourself a Case Assignment yet from the computer? You can't do anything with the board aside from Go on Patrol until you've been assigned a case.
