Cant make my sim Chef

Why can I not make my sim (or at least another talented sim, for that matter) the Chef in my restaurant??? That's the only reason I bought this game (Dine-Out) & now, not only can I not make my sim the chef, but the only options for staff are total losers, so the restaurant will suck! This is no different than the businesses that already existed. I really don't get this...

Your Sim will be the manager. You can't make them chef.

So when you own the restaurant, you can talk to people and make them feel welcome but you can't be staff

You have to send your staff to training to make them better.
