Cannot upload to library?

First off I apologize in advance if this has already been answered, If it has I could not find it.

My library hasn't worked for a little over a year now, Whenever I upload something to it, it'll tell me it has been uploaded but when I look nothing new has been added, If I look at the News page on the gallery it'll show me I uploaded it on there but only when I'm offline? But I can never find it in my actual library, I already repaired my game, took out all my mods and saves ETC, nothing has fixed it, Any help is really appreciated! thanks!
